Does the sanding sleeve shrink or does the drum get fatter?

Q. This guy is having issues with the sanding sleeves for the drums he uses on his drill press. Is the sleeve shrinking or is the drum getting fatter? And what can he do about it?
A.
(Michael Dresdner) "Could be both. Rubber, unlike other materials, shrinks when it heats and expands when it cools. Other materials, like those used for the sleeves, do the opposite."
A. (Rob Johnstone) "The answer to the problem is probably switching to fresh sleeves. The heat build up that is likely creating the problem will be greatest as they wear out. I, as a woodworker who is as thrifty (my children use a different term) as the next guy, I understand this is not the most welcome answer & but I bet it will work."
